تشترك في تسيير المدرسة الابتدائية وزارة الداخلية ممثلة بالبلديات ووزارة التربية والتعليم ممثلة بمديريات التربية للولاية،تشرف وزارة الداخلية عن طريق البلديات على التكفل بالطلب الاجتماعي للتربية في إطار الاختصاصات المخولة لها قانونا،فهي تمثل بذلك تسييرا لا مركزيا للمدرسة الابتدائية،حيث تقوم بإنشاء وإنجاز المدرسة الابتدائية وتجهيزها بكل ما تحتاجه من وسائل تساعدها على تأدية مهامها على أحسن ما يرام كتوفير الوسائل التربوية والتدفئة والنقل والمعالم الإطعام والمكتبات ...الخ تتولى وزارة التربية الوطنية التسيير التربوي و البيداغوجي والإداري،للمدرسة الابتدائية، وهي تمثل المركزية الإدارية؛ فالمركزية الإدارية نظام إداري يتميز بربط كل المرافق العمومية بمركز وحيد يتمثل في الحكومة، فكل القرارات تصدر من المركزية وتظل جميع المناطق خاضعة لرقابة الدولة و تحت تصرفاتها، أي وجود سلطة واحدة تنبثق عنها ممارسة كافة السلطات الإدارية الأخرى المتواجدة داخل الدولة وهي السلطة المركزية في العاصمة المتجسدة في السلطة التنفيذية وهي صاحبة جميع القرارات النهائية. الكلمات المفتاحية: المدرسة الابتدائية، وزارة الداخلية، البلدية، مديريات التربية، التسيير المشترك. Summary: The primary school is run jointly by the Ministry of the Interior, represented by the municipalities, and the Ministry of Education, represented by the state education directorates .the Ministry of the interior, through the municipalities, supervises the social demand for education within the framework of the competencies entrusted to it by law. thus, it represents a decentralized management of the primary school. it establishes and completes the primary school and equips it with all the necessary means to help it perform its functions well, such as providing educational means, heating, transportation, landmarks, food and libraries...Etc The Ministry of National Education is responsible for the educational, pedagogical and administrative management of the primary school, and it represents administrative centralization.administrative centralization is an administrative system characterized by linking all public facilities to a single center represented by the government. all decisions are issued by the centralization and all regions remain under the control of the state and at its disposal, that is, there is a single authority emanating from the exercise of all other administrative authorities within the state, which is the central authority in the capital embodied in the executive authority and is the owner of all final decisions.
