Résumé: إعتمدت الحضارات القديمة في أنظمتها السياسية على النظام الديمقراطي وسعت إلى تكريس المشاركة في تسيير شؤونها عبر أجهزة أنشأتهاآنذاك، وبمجيء الاسلام أعطى أرقى صورة للديمقراطية وذلك من خلال تكريس مبدأ الشورى، ونظرا للتطورات التي تواكبها الدولة في جميع الميادين توسعت وظيفتها وتشعبت خاصة فيما يتعلق بالعمل الإداري، فكان ولابد من اللجوء إلى الإستشارة عن طريق إنشاء هيئات إستشارية متخصصة والجزائر من الدول التي لجأت إلى إنشائها وهذه الظاهرة ليست بالجديدة على الجزائر فالمؤسسات الإستشارية التي خصها المشرع بوظيفة الإستشارةبإعتبارها مؤسسات إستشارية لا غير ،يكمن دورها في تقديم الإستشارة وإبداء الرأي وتتمثل في المجلس الاسلامي الأعلى ومجلس الأمن الأعلى والمجلس الوطني الاقتصادي والإجتماعي والبيئي،كما إستحدث المشرع الجزائري مؤسسات أخرى بموجب دستوري 2016 و 2020 وتتمثل في المجلس الوطني لحقوق الإنسان ،المرصد الوطني للمجتمع المدني،المجلس الأعلى للشباب، المجلس الوطني للبحث العلمي والتكنولوجيات، الأكادمية الجزائرية للعلوم والتكنولوجيات. الكلمات المفتاحية: النظام الديمقراطي، هيئات إستشارية متخصصة، المجلس الوطني لحقوق الإنسان. Summary: Ancientcivilizationsrelied on the democratic system in theirpoliticalsystems and sought to consecrate participation in the conduct of theiraffairsthrough the organsestablishedatthat time, and with the advent of Islam gave the finest image of democracythrough the consecration of the principle of Shura, and given the developmentsthat the state keeps up with in all fields, itsfunctionexpanded and branched, especiallywith regard to administrative work, soitwasnecessary to resort to consulting through the establishment of specializedadvisory bodies and Algeriafrom the countries thatresorted to its establishment, and thisphenomenonis not new for Algeria, the advisory institutions designated by the legislator as a function of consulting as only consulting institutions, itsrole lies in providingadvice and expressing opinions The Algerian Legislature has alsoestablishedother institutions under the constitutions of 2016 and 2020, namely the National Council for HumanRights, the National Observatory for civil society, the Supreme Council for youth, the National Council for scientificresearch and technologies, the Algerian Academy of Sciences and technologies. Résumé: Les civilisations anciennes s'appuyaient sur le système démocratique dans leurs systèmes politiques et cherchaient à consacrer la participation à la conduite de leurs affaires à travers les organes mis en place à cette époque, et avec l'avènement de l'Islam ont donné la plus belle image de la démocratie à travers la consécration du principe de la Choura, et compte tenu des évolutions que l'?tat suit dans tous les domaines, sa fonction s'est élargie et ramifiée, notamment en ce qui concerne le travail administratif, il était donc nécessaire de recourir à la consultation à travers la création d'organes consultatifs spécialisés et l'Algérie des pays qui ont eu recours à sa création, et ce phénomène n'est pas nouveau pour l'Algérie, les institutions consultatives désignées par le législateur en tant que consultant uniquement des institutions consultantes, son rôle consiste à fournir des conseils et à exprimer des opinions Le Législateur algérien a également créé d'autres institutions en vertu des constitutions de 2016 et 2020, à savoir le Conseil National des Droits de l'Homme, l'Observatoire National de la société civile, le Conseil Supérieur de la jeunesse, le Conseil National de la recherche scientifique et des technologies, l'Académie Algérienne des Sciences et des technologies.
