تطرقنا في هذا الإطار النظري للشفافية الإدارية إلى دراسة الشفافية و الوقوف عند هذا المصطلح ، فالمقصود بالشفافية الإدارية هو خلق مبدأ بيئة تكون فيها المعلومات المتعلقة بالقرارت و الأعمال متاحة و منظورة و مفهومة ، فهي ترتبط بعدة مفاهيم ذات علاقة من بينهما المساءلة و الشفافية فهي علاقة تبادلية بمعنى كلما زاد معدل الشفافية زاد مستوى المساءلة و العكس صحيح ، فالشفافية الإدارية تحظي بأهمية بارزة كونها تعمل على تقليل الغموض و تضمن حقوق الجمهور في الفهم و المعرفة من خلال مشاركتهم في المعلومات و الإطلاع عليها ، و من أجل تحقيق الوضوح و الشفافية في مختلف النشاطات الإدارية ، يتوجب وضع جملة من الآليات التي تتمثل في حق المواطنين في النشر و التبليغ ، تطرقنا في الفصل التطبيقي للشفافية في الإدارة العمومية إلى أهم آليات الرقابية لتعزيز مبدأ الشفافية، المتمثلة في السلطة العليا للشفافية و مكافحة الفساد الإداري التي عرفها المؤسس الدستوري على أنها مؤسسة مستقلة تم إستحداثها ضمن جملة الإصلاحات التي عرفها المشرع الجزائري ، لها مهام إستشارية و أخرى تحسيسية ، كما تلعب دور رقابي مهم في مكافحة الفساد و الحد منه ، و مجلس المحاسبة الذي خصص به المؤسس الدستوري فصل مستقل عنونه بمجلس المحاسبة ، نظرا للدور المهم الذي تحتله رقابة إستعمال الأموال العمومية ، له إختصاصات قضائية و إستشارية و إدارية. الكلمات المفتاحية: للشفافية الإدارية، الإدارة العمومية، مكافحة الفساد. Summary: In thistheoreticalframework of administrative transparency, wetouchedupon the study of transparency and stoppedatthisterm. Whatismeant by administrative transparencyis to create the principle of an environment in which information related to decisions and actions isavailable, visible, and understood. It islinked to severalrelated concepts, includingaccountability and transparency. It is a reciprocalrelationship, meaningthat the higher the rate of transparency, the higher the level of accountability, and vice versa. Administrative transparencyis of prominent importance becauseitworks to reduceambiguity and guarantee the public'srights to understanding and knowledgethroughtheir participation in and access to information, and in order to achieveclarity. In order to achievetransparency in various administrative activities, a number of mechanisms must beestablished, whichinclude the right of citizens to publish and report. In the appliedchapter on transparency in public administration, wetouched on the most important oversightmechanisms to enhance the principle of transparency, represented by the supremeauthority for transparency and combating administrative corruption, which the ConstitutionalFounderdefined as an independent institution thatwascreatedwithin the framework of the reformsdefined by the Algerian legislator, withadvisory and administrative tasks. It alsoplays an important oversightrole in combating and reducing corruption, and the Accounting Council, to which the ConstitutionalFounderdevoted a separatechapterentitled "The Accounting Council," in view of the important roleitoccupies in monitoring the use of public funds, has judicial, advisory, and administrative powers. Résumé: Dans ce cadre théorique de la transparence administrative, nous avons abordé l'étude de la transparence et nous sommes arrêtés à ce terme. Ce que l'on entend par transparence administrative est de créer le principe d'un environnement dans lequel les informations liées aux décisions et aux actions sont disponibles, visibles et comprises. Elle est liée à plusieurs concepts connexes, notamment la responsabilité et la transparence. Il s'agit d'une relation réciproque, ce qui signifie que plus le taux de transparence est élevé, plus le niveau de responsabilité est élevé, et vice versa. réduire l'ambiguïté et garantir les droits du public à la compréhension et à la connaissance grâce à sa participation et à son accès à l'information, et afin de parvenir à la clarté dans diverses activités administratives, un certain nombre de mécanismes doivent être établis, parmi lesquels le droit de. citoyens à publier et à rendre compte. Dans le chapitre appliqué sur la transparence dans l'administration publique, nous avons abordé les mécanismes de contrôle les plus importants pour renforcer le principe de transparence, représentés par l'autorité suprême pour la transparence et la lutte contre la corruption administrative, que le Fondateur constitutionnel a définie comme une institution indépendante créée au sein de le cadre des réformes définies par le législateur algérien, avec des missions consultatives et administratives, il joue également un rôle de contrôle important dans la lutte et la réduction de la corruption, et le Conseil des Comptes, auquel le Fondateur Constitutionnel a consacré un chapitre distinct intitulé " Le Conseil des Comptes, " Compte tenu du rôle important qu'elle occupe dans le contrôle de l'utilisation des fonds publics, elle dispose de pouvoirs judiciaires, consultatifs et administratifs.
