الاتصال العمومي ودوره في تحسين الخدمة العمومية في ظل الرقمنة

Abstract

تتمحور الدراسة حول الاتصال العمومي ودوره في تحسين الخدمة العمومية في ظل الرقمنة، والتي تهدف إلى التعرف على دوره في تحسين أداء الخدمة العمومية في ظل التوجه المتزايد نحو الرقمنة. وقد تم الاعتماد على المنهج المسحي باعتباره الأنسب لها من أجل الحصول على معلومات معمقة ومفصلة، لتحليل الظاهرة المدروسة، كما تم الاعتماد على الاستبيان كأداة أساسية لجمع المعلومات المتعلقة بموضوعنا، واعتمدنا أيضا على العينة الطبقية القصدية. وبناءً على المعلومات التي تم الوصول إليها من خلال الدراسة والتحليل، تبين أن الاتصال العمومي بتوظيفه الرقمنة يعتبر مهما فهو يسعى إلى تطوير العلاقة بين المؤسسات العمومية والمواطنين بتحسين الخدمات العمومية وتحقيق الصالح العام، بالرغم من أنه يواجه تحديات ونقائص في البنية التحتية الرقمية، إلاّ أنه أصبح أداة أساسية من قبل وزارة العدل الجزائرية في تعزيز التواصل مع المواطنين وتقديم خدمات بسرعة وبشفافية عبر موقعها الإلكتروني. This study focuses on public communication and its role in improving public service in the context of digitalization. It aims to explore how public communication contributes to enhancing the performance of public services amid. the increasing shift toward digital transformation. We adopted the surveymethod as the most suitable approach for this study to obtain in-depth and detailed information to analyze the phenomenon under investigation. The questionnaire was used as the primary tool for data collection, and a purposive stratified sample was selected. Based on the information gathered through thestudy and analysis, it was found that public communication, when integrated with digital tools, plays an important role in strengthening the relationship between public institutions and citizens by improving public services and serving the public interest. Despite the challenges and deficiencies in digitalinfrastructure, it has become a key tool used by the Algerian Ministry of Justice to enhance communication with citizens and provide services quickly and transparently through its official website.
