| dc.description | المتعلق بجرد الأملاك الوطنية إلا أنها لم تحقق الأهداف المرجوة منها ليس لقلة هذه النصوص، وإنما لعدم تفعيل وتطبيق هذه النصوص على أرض الواقع، فاعتبرت هذه الحماية جامدة إلى حد ما كون الإدارة هي التي تملك هذه الوسائل أعمال هذه الحماية، والواقع يبين لنا العكس كون الإدارة لا تقوم بعملها على النحو المتوقع منها، وهذا ما تجلى في سوء تسيير هذه الأملاك. Summary Despite the existence of legaltextsrelated to the protection of national real estateproperties, especiallyExecutiveDecree No. 91/455 related to the inventory of national properties, theydid not achieve the desired goals, not because of the lack of thesetexts, but ratherbecause of the lack of activation and application of thesetexts on the ground, sothis protection wasconsideredsomewhatrigidbecause The administration is the one thatownsthesemeans of doingthis protection, and reality shows us the opposite, that the administration does not do itswork as expected of it, and thisisevident in the poor management of theseproperties. Résumé Malgré l'existence de textes juridiques relatifs à la protection des biens immobiliers nationaux, notamment le décret exécutif n° 91/455 relatif à l'inventaire des biens nationaux, ils n'ont pas atteint les objectifs souhaités, non pas à cause de l'absence de ces textes, mais plutôt à cause du manque d'activation et d'application de ces textes sur le terrain, cette protection a donc été considérée comme quelque peu rigide car c'est l'administration qui possède ces moyens de faire cette protection, et la réalité nous montre le contraire, que l'administration ne le fait pas. faire son travail comme on l'attend d'elle, et cela se voit dans la mauvaise gestion de ces propriétés. | |
