Abstract

الملخص :

يركز الفصل الأول على بناء الإطار المفاهيمي لقطاع الخدمات الجامعية والرقمنة، إذ يُعَرّف الخدمات الجامعية باعتبارها مجموعة من التدخلات المادية والاجتماعية المقدّمة للطلبة، مثل الإيواء، الإطعام، النقل، والمنح، والتي تهدف إلى ضمان ظروف معيشية ملائمة تساعد الطالب على متابعة دراسته في بيئة مستقرة. يستعرض الفصل مراحل تطور هذه الخدمات منذ الاستقلال حتى تأسيس الديوان الوطني للخدمات الجامعية، كما يسلّط الضوء على هياكل التسيير المركزية والمحلية، مشيرًا إلى تعقيد التنظيم وتعدد المتدخلين. كما يُعرّف الرقمنة بوصفها عملية تحويل المعطيات والإجراءات إلى صيغ رقمية باستخدام تكنولوجيا المعلومات، ويبرز تطورها التاريخي، وأسسها القانونية، وأهدافها في تعزيز الفعالية، الشفافية، وتسهيل الولوج إلى الخدمات، مع التأكيد على الحاجة لتأطير قانوني واضح لمواكبة التحول الرقمي في الإدارة. أما الفصل الثاني، فينتقل إلى التحليل التطبيقي لواقع رقمنة قطاع الخدمات الجامعية في الجزائر، من خلال عرض أمثلة حية لتجارب رقمنة منح الطلبة، الإطعام، الإيواء، النقل، وتسيير الموارد البشرية والصفقات العمومية، مستعرضًا المنصات الرقمية المعتمدة من قبل الديوان الوطني للخدمات الجامعية. رغم بعض النجاحات في تقريب الإدارة من الطالب وتبسيط الإجراءات، يكشف الفصل عن تحديات ملموسة تعيق نجاعة الرقمنة، كضعف البنية التحتية، نقص الكفاءات البشرية، تعقيد الإجراءات، وغياب الإطار القانوني المتخصص، ما يُظهر الحاجة إلى إصلاح تشريعي وتنظيمي شامل يضمن انسجام التحول الرقمي مع أهداف تحسين جودة الخدمات الجامعية وتعزيز مبدأ العدالة الاجتماعية بين الطلبة..

Le premier chapitre se concentre sur l’élaboration du cadre conceptuel des services universitaires et de la numérisation. Il définit les services universitaires comme un ensemble d’interventions matérielles et sociales offertes aux étudiants, telles que l’hébergement, la restauration, le transport et les bourses, visant à garantir des conditions de vie favorables à la poursuite de leurs études dans un environnement stable. Le chapitre retrace les étapes de développement de ces services depuis l’indépendance jusqu’à la création de l’Office National des Œuvres Universitaires, tout en mettant en lumière la complexité de leur organisation et la multiplicité des acteurs impliqués. Il présente également la numérisation comme un processus de transformation des données et procédures en formats numériques à l’aide des technologies de l’information, en exposant son évolution historique, ses fondements juridiques et ses objectifs d’efficacité, de transparence et de simplification de l’accès aux services, soulignant la nécessité d’un encadrement juridique clair pour accompagner cette transition numérique. Le deuxième chapitre adopte une approche plus pratique, en analysant la mise en œuvre concrète de la numérisation dans le secteur des services universitaires en Algérie. Il examine des exemples réels tels que la numérisation des bourses, de la restauration, de l’hébergement, du transport, ainsi que la gestion des ressources humaines et des marchés publics, à travers les plateformes numériques développées par l’ONOU. Malgré certains progrès en matière de proximité et de simplification des démarches, ce chapitre met en évidence des défis persistants, notamment l’insuffisance des infrastructures, le manque de compétences techniques, la complexité administrative et l’absence d’un cadre juridique spécialisé, ce qui révèle un besoin urgent de réforme législative et réglementaire pour assurer une transition numérique cohérente et efficace au service de l’amélioration de la qualité de vie étudiante et du renforcement de l’égalité des chances.

Summary:

The first chapter establishes the conceptual framework of university services and digitalization. It defines university services as a set of material and social provisions offered to students—such as housing, food services, transportation, and scholarships—intended to ensure suitable living conditions that support academic success within a stable environment. The chapter traces the historical development of these services from Algeria’s independence to the creation of the National Office of University Services highlighting the organizational complexity and the involvement of multiple stakeholders. It also presents digitalisation as the process of converting data and procedures into digital formats using information technologies. The chapter outlines the historical evolution, legal foundations, and goals of digitalization, including improving efficiency, transparency, and service accessibility. Moreover, it emphasizes the urgent need for a caler légal Framework to guide the digital transition.

The second chapter takes a practical approach by examining the real-world implementation of digitalization in Algeria’s university services sector. It analyzes specific examples such as the digitization of scholarships, catering, housing, transportation, human resources management, and public procurement—primarily through digital platforms developed by ONOU. While some progress has been made in bringing administrative services closer to students and streamlining procedures, the chapter identifies persistent challenges, including inadequate infrastructure, limited technical expertise, administrative complexity, and the absence of a specialized legal framework. These challenges underscore the need for comprehensive legislative and regulatory reform to ensure a coherent and effective digital transformation that enhances student life and promotes equal opportunities.
