الملخص: عالجنا في هذه المذكرة دور الوكالة الجزائرية لترقية الاستثمار في تسيير العقار الصناعي، في ظل القانون 23-17 المنظم لشروط منح العقار الاقتصادي. وقد بينت الدراسة كيف أصبحت الوكالة فاعلا محوريًا في تسهيل منح العقار عبر آليات قانونية حديثة كعقود الامتياز والتنازل بما يحقق الشفافية ويشجع الاستثمار. وخلصت إلى ضرورة دعم دور الوكالة من خلال التنسيق المؤسساتي وتحيين الإطار القانوني وتوفير معطيات عقارية دقيقة. الكلمات المفتاحية: ترقية الاستثمار، العقار الصناعي، كعقود الامتياز. Abstract: This memorandum addresses the role of the Algerian Investment Promotion Agency in managing industrial real estate, under Law 23-17 regulating the conditions for granting economic real estate. The study demonstrates how the agency has become a pivotal player in facilitating real estate grants through modern legal mechanisms such as concession and assignment contracts, achieving transparency and encouraging investment. It concludes with the need to support the agency's role through institutional coordination, updating the legal framework, and providing accurate real estate data. Résumé : Ce mémorandum aborde le rôle de l’Agence algérienne de promotion des investissements (AAIPI) dans la gestion du foncier industriel, conformément à la loi 23-17 régissant les conditions d’octroi de foncier économique. L’étude démontre comment l’AAIPI est devenue un acteur essentiel pour faciliter l’octroi de foncier grâce à des mécanismes juridiques modernes tels que les contrats de concession et de cession, garantissant ainsi la transparence et encourageant l’investissement. Elle conclut sur la nécessité de soutenir le rôle de l’AAIPI par la coordination institutionnelle, la mise à jour du cadre juridique et la fourniture de données immobilières précises.
