| dc.description | تحتـل البلديـة مكانـة هامـة فـي التنظـيم المحلـي للدولـة الجزائريـة، وتعـد أنسـب جهـاز إداري محلـييمكنه الوصول وتحقيق طموحات وتطلعات المواطن في جميع المجالات، ولهذا فهي تشغل مركزا هامافــي نظــام الحكــم الـداخلي، إذ تعتبــر مــن بــين الهياكــل والنمـاذج التطبيقيــة لتســيير الجماعــات المحليــة وأصبح تطوير تسيير البلدية من كافـة النـواحي ضـرورة حتميـة بغيـة دفـع عجلـة النمـو والتطـور لمختلـف فئات المجتمع الجزائري. من خلال سـبرنا لأعمـاق دراسـتنا هـذه الموسـومة المـوارد الماليـة البلديـة آثارهـا علـى التنميـة المحليـة فقـد وجــدنا صــعوبة كبيــرة فــي إبقائهــا ضــمن إطارهــا القــانوني الــذي ســطرناه بدايــه لهــا وذلــك بســبب تعــدد مخرجـات التنميـة المحليـة والمـوارد الماليـة للبلديـة وتشـابكها، حيـث تشـمل عديـد المجـالات الاقتصـادية والسياسية والاجتماعية ويصعب حصـؤها ضـمن نظـاق أو تخصـص دراسـي معـين، ولكننـا اجتهـدنا لفـي تقديم ما رأينا أنه مخرجات أساسية يجب الإلمام بها. Summary The municipalityoccupies an important place in the local organization of the Algerian state, and isconsidered the mostappropriate local administrative body. It canreach and realize the ambitions and aspirations of the citizen in all fields, whichiswhyitoccupies an important position In the internalgovernance system, itisconsidered one of the applied structures and models for managing local communities. Developing municipal management in all aspects has become an inevitablenecessity in order to advance the growth and development of the various segments of Algerian society. Throughourdelvinginto the depths of ourstudyentitled Municipal Financial Resources and TheirEffects on Local Development, wefoundgreatdifficulty in keepingitwithin the legalframeworkthatweestablishedat the beginning, due to the multiplicity of local developmentoutcomes and financialresources of the municipality and itsinterconnectedness, as itincludesmanyeconomic, political and social fields and isdifficult to enumeratewithin one framework or A specificfield of study, but westrived to providewhatwesaw as basic outcomesthat must beadhered to. Résumé La commune occupe une place importante dans l'organisation locale de l'?tat algérien, et est considérée comme l'organe administratif local le plus approprié. Elle peut atteindre et réaliser les ambitions et les aspirations du citoyen dans tous les domaines, c'est pourquoi elle occupe une place importante Dans le système de gouvernance interne, elle est considérée comme l'une des structures et modèles appliqués pour la gestion des communautés locales. Le développement de la gestion municipale sous tous ses aspects est devenu une nécessité inévitable pour faire progresser la croissance et le développement des différents segments de la société algérienne. En approfondissant notre étude intitulée Les ressources financières municipales et leurs effets sur le développement local, nous avons rencontré de grandes difficultés à la maintenir dans le cadre juridique que nous avions établi au départ, en raison de la multiplicité des résultats de développement local et des ressources financières des la municipalité et son interdépendance, car elle comprend de nombreux domaines économiques, politiques et sociaux et est difficile à énumérer dans un cadre ou un domaine d'étude spécifique, mais nous nous sommes efforcés de fournir ce que nous considérons comme des résultats de base qui doivent être respectés. | |
