English Translation The certificate of conformity is among the key legal instruments through which urban planning authorities exercise post-construction oversight. It also allows the relevant administrative bodies to streamline the supervision of construction and urban development activities. In view of its significance, the legislator has regulated its provisions through several legal texts, notably Law No. 90-29 relating to spatial planning and urban development, and Executive Decree No. 19-15, which outlines the procedures for the preparation and issuance of urban planning documents. Urban development in Algeria is characterized by a notable degree of irregularity, particularly the widespread presence of buildings—whether completed or not—that have been constructed without a building permit or in breach of the issued permit. This situation led the Algerian legislator to intervene through Law No. 08-15, which sets forth the legal framework governing the compliance and completion of such constructions. This law provides mechanisms applicable to all buildings, regardless of whether they were constructed with or without a permit, and whether they are completed or still under construction. Despite multiple extensions of this legislative framework, its intended objectives have not been fully achieved. As a result, the regulatory authorities introduced additional measures aimed at promoting a structured urban environment and preserving public urban order, through the issuance of Executive Decree No. 22-55. This decree establishes the conditions under which non-compliant buildings may be regularized, provided they possess a building permit and were constructed prior to February 3, 2022. It further sets out clear and relatively simple procedures and mechanisms for the regularization process.
