الملخص : صفقة إقتناء اللوازم في ظل القانون رقم 23/12 تعتبر عملية إدارية تهدف إلى تزويد الهيئات العمومية بما تحتاجه من معدات ومواد، وفق إطار قانوني ينظم كيفية الإعلان عن الصفقات، إستقبال العروض، ودراسة الملفات لضمان الشفافية والمساواة بين جميع المتعاملين. يركز القانون أيضا على احترام مبادئ المنافسة وترشيد النفقات، مع تشجيع مشاركة المؤسسات الصغيرة و المتوسطة، وضمان جودة اللوازم المقتناة في خدمة المصلحة العامة. Summary : The procurement of supplies under Law 23/12 is an administrative process aimed at providing public entities with the necessary equipment and materials, within a legal framework that regulates the announcement of tenders, the reception of offers, and the evaluation of bids to ensure transparency and equal opportunity among all economic operators. The law emphasizes adherence to the principles of competition, rationalization of public spending, encouragement of participation by small and medium-sized enterprises, and assurance of the quality of procured supplies in the service of the public interest. Résumé: L'acquisition de fournitures dans le cadre de la loi 23/12 est une procédure administrative visant à approvisionner les organismes publics en équipements et en matériaux nécessaires, selon un cadre juridique qui régit l'annonce des marchés, la réception des offres et l'évaluation des dossiers afin de garantir la transparence et l'égalité des chances entre tous les opérateurs économiques. La loi met l'accent sur le respect des principes de concurrence, la rationalisation des dépenses, la promotion de la participation des petites et moyennes entreprises, et l’assurance de la qualité des fournitures acquises au service de l'intérêt public.
