| dc.description | تعد ظاهرة الفساد هي ظاهرة طفحت إلى السطح منذ أمد البعيد وقرون ، ومع تفشي السلوكيات الفاسدة في الإدارة وانتشارها في المؤسسات الدولة اتسعت لتشمل الجهاز الوظيفي والعلاقات الاجتماعية، مما أدى إلى التراجع الاقتصادي وغياب النزاهة أو الشفافية والأمن الاجتماعي، مما استوجب الاهتمام بهذه الظاهرة، عن طريق تصريح الموظف العمومي بالممتلكات، وذلك بتحديد مفهومه وبيان مضمونه، والجزاءات المقررة عن مخالفته، لتحقيق التنمية المنشودة لحماية المال تعزيز النزاهة والشفافية. حيث سن المشرع الجزائري بنصوص القانون 06-01 المتعلق بالوقاية من الفساد ومكافحته المعدل والمتمم في سنتي 2010 و2011 الذي جاء لإجبار الموظف العمومي لإلزامية التصريح بالممتلكات كإجراء وقائي يمكن من خلاله من حماية المال العام، وعدم استغلال المنصب الوظيفي لأغراض شخصية. الكلمات المفتاحية: الفساد، الموظف العمومي، حماية المال العام. Summary: The phenomenon of corruption is a phenomenonthat has been on the surface for a long time and centuries, and with the spread of corruptbehavior in administration and itsspread in state institutions, it has expanded to include the functionalapparatus and social relations, which has led to economicdecline and the absence of integrity or transparency and social security, whichnecessitated attention to thisphenomenon. Through the public employee'sdeclaration of property, by definingits concept and explainingits content, and the penalties prescribed for violatingit, to achieve the desireddevelopment to protect money and enhanceintegrity and transparency. The Algerian legislatorenacted the provisions of Law 06-01 on the Prevention and Combating of Corruption, amended and supplemented in the years 2010 and 2011, which came to force the public employee to compulsorilydeclareproperty as a preventivemeasurethroughwhichhecanprotect public money and not exploit the job position for personalpurposes. Résumé: Le phénomène de la corruption est un phénomène qui apparaît à la surface depuis longtemps et depuis des siècles, et avec la propagation des comportements corrompus dans l'administration et dans les institutions de l'?tat, il s'est étendu pour inclure l'appareil fonctionnel et les relations sociales, ce qui a a conduit au déclin économique et à l'absence d'intégrité ou de transparence et de sécurité sociale, ce qui a nécessité de s'intéresser à ce phénomène à travers la déclaration de propriété de l'agent public, en définissant son concept et en expliquant son contenu, ainsi que les sanctions prévues en cas de violation, pour atteindre l'objectif. développement souhaité pour protéger l'argent et améliorer l'intégrité et la transparence.
