Abstract
Description
Summary The study of the subject of the constant and variable in the parliamentaryoversightmechanisms in the algerianconstitutionalamendmentboils down to highlighting the extent of the development of the mechanismsthat the legislatorauthorizedparliament to monitor the work of government. Theseoversightmechanismsdifferbetweeninformationalmechanismsthat do not affect the government and mechanismsthatmayresult in the governmentbeingheldaccountable and the possibility of itsresignation, sothatthesemechanismsfluctuatedbetweenoversightmeansbetweenstability and change over the course of successive algerian constitutions. There are mechanismsthat have remained constant and have not undergoneanysignificant change except for someformal modifications in theirprocedures, whichrequireintroducing new reforms to them due to theiroversight importance. These are the mechanisms of parliamentaryquestioning, parliamentary investigation committees, the oversightpetition and regulationseffectless. There are oversightmechanismsthat have undergonefundamental changes, and the constitutionalfoundertried to restore theirlegal standing, sothatthey regain theirnatural position among the oversightmechanisms, which are the parliamentary interrogation mechanism and the mechanism for requesting a vote of confidence, in addition to the codification uponwhich the recentconstitutionalreforms of 2020 werebasedregarding the cases of symmetry and conflictbetween the presidential and parliamentarymajorities.
