Abstract : The delegated wilaya (province) is a new entity introduced into the Algerian administrative system starting in 2015 to achieve many objectives political, economic, and social .This was established under Presidential Decree 15/140, which outlines the creation of administrative districts with in certain wilayas (provinces) and defines the specific rules related to them. Its regulation was later issued through Executive Decree 15/141, which governs the organization and operation of the administrative district. This entity was created as part of the numerous reforms aimed at bringing the administration closer to the citizens, removing bureaucratic obstacles, and preparing the system for the potential future creation of a fully autonomous wilaya. What distinguishes the delegated wilaya is that it does not have legal personality or financial independence. Its council is appointed, not elected, and it is led by a delegated wali (governor) with the support of various bodies such as the general administration, the delegated directorates, and the council of the delegated wilaya, all of which fall under the authority of the parent wilaya.
