Abstract

This study aims to highlight the role of modernizing public administration in achieving local development in Algeria and the mechanisms used by the country's higher authorities in order to move from a traditional administration to a modern administration in a way that ensures the provision of the desired service for the benefit of the citizen. The mechanisms used to modernize the public service at the local level and its role in achieving actual development and activating the principle of bringing the administration closer to the citizen were discussed. In our study, a number of references were relied upon in order to access the necessary and valuable information on the subject, including books, graduation notes, decrees and laws in the theoretical aspect, while in the practical aspect, field interviews with the staff of the Medea State Department were relied upon. And a description of the modernization processes carried out by the state. Finally, the study came to the conclusion that the process of modernizing the public service is an inevitable necessity imposed by modern changes to keep pace with developments in society and in response to the requirements of individuals to achieve the satisfaction of the local citizen and achieve local development.
