دور المشلركة المجتمعية في المساهمة في تحقيق التنمية المستدامة

Abstract

ملخص: تهدف هذه الدراسة إلى إبراز دور المشاركة المجتمعية في تحقيق التنمية المستدامة في الجزائر من خلال تسليط الضوء على المفاهيم النظرية ذات الصلة بالمجتمع المدني، وآليات التسيير التشاركي إلى جانب الإطارين القانوني والتنظيمي، اللذين يؤطران هذه المشاركة، خاصة في ظل دستور 2020 الذي كرّس مبدأ الديمقراطية التشاركية كأحد مرتكزات الحوكمة الحديثة. وقد اعتمدت الدراسة على المنهج الوصفي التحليلي، من خلال تحليل النصوص الدستورية والتشريعية ذات الصلة، على غرار قانون البلدية، قانون الولاية، قانون الجمعيات، والمرسوم التنفيذي المتعلق بالمرصد الوطني للمجتمع المدني، وذلك بهدف تقييم مدى فعالية هذه الأطر في تمكين المجتمع المدني من المساهمة في إعداد السياسات العمومية وتقييمها. وقد توصلت الدراسة إلى أن المشاركة المجتمعية، رغم الإشارات الإيجابية في النصوص القانونية لا تزال تعاني من عدة عوائق ذات طابع قانوني ومؤسساتي وثقافي، تعرقل أداء المجتمع المدني وتحد من مساهمته الفعلية في تحقيق التنمية المستدامة، الأمر الذي يستدعي مراجعة شاملة وتفعيلًا فعليًا للآليات القانونية والتنظيمية، بما يضمن استقلالية المجتمع المدني، ويدعّمه كفاعل تنموي وشريك في صنع القرار العمومي. الكلمات المفتاحية: المشاركة المجتمعية، المجتمع المدني، التنمية المستدامة، الديمقراطية التشاركية، الجزائر.

Résumé : Cette étude vise à mettre en lumière le rôle de la participation communautaire dans la réalisation du développement durable en Algérie, à travers l’analyse des concepts théoriques liés à la société civile et aux mécanismes de gestion participative, ainsi que du cadre juridique et institutionnel qui encadre cette participation, notamment à la lumière de la Constitution de 2020 qui consacre le principe de démocratie participative comme fondement de la gouvernance moderne. L’étude s’appuie sur une approche descriptive et analytique, en analysant les textes constitutionnels et législatifs pertinents, tels que la loi communale, la loi de wilaya, la loi sur les associations et le décret exécutif relatif à l’Observatoire national de la société civile, afin d’évaluer l’efficacité de ces dispositifs dans l’implication de la société civile dans l’élaboration et l’évaluation des politiques publiques. L’étude conclut que, malgré les avancées juridiques, la participation communautaire en Algérie demeure confrontée à plusieurs obstacles d’ordre juridique, institutionnel et culturel, limitant ainsi la contribution réelle de la société civile au développement durable. Cela appelle à des réformes structurelles visant à garantir son autonomie, à renforcer ses capacités et à lui permettre de jouer un rôle actif dans le processus décisionnel. Abstract : This study aims to highlight the role of community participation in achieving sustainable development in Algeria by examining the theoretical concept of civil society and participatory governance mechanisms, as well as the legal and institutional framework regulating this participation particularly in light of the 2020 Constitution, which enshrined the principle of participatory democracy. The study adopts a descriptive and analytical methodology by analyzing constitutional and legislative texts such as the Municipal Law, the Wilaya Law, the Associations Law, and the executive decree establishing the National Observatory of Civil Society. The goal is to assess the effectiveness of these frameworks in involving civil society in the formulation and evaluation of public development policies. The study concludes that, despite the constitutional advances, the activation of community participation mechanisms still faces several legal, institutional, and cultural obstacles that hinder the full developmental role of civil society. This situation calls for comprehensive reforms that ensure the independence of civil society and strengthen its ability to take initiative and influence public decision-making.
