Abstract

ملخص الدراسة : تعد الأسواق المالية من الركائز الأساسية للنمو الاقتصادي، نظرًا لما تلعبه من دور محوري في تعبئة المدخرات وتوجيهها نحو الاستثمار، إضافة إلى مساهمتها في تعزيز كفاءة توزيع الموارد وتحقيق الشفافية في التعاملات المالية. وقد هدفت هذه الدراسة إلى تسليط الضوء على واقع الرقابة على الأسواق المالية في الجزائر، باعتبارها آلية لضمان نزاهة المعاملات واستقرار السوق. وانطلقت الدراسة من فرضية مفادها أن فعالية الرقابة تعتبر شرطًا أساسياً لتفعيل دور الأسواق المالية في التنمية الاقتصادية، غير أن الممارسة الواقعية في الجزائر لا تزال تعاني من عدد من الإشكالات الهيكلية والتنظيمية تحد من نجاعتها. ومن خلال التحليل، تبين أن تطوير الرقابة يتطلب إصلاحات قانونية ومؤسساتية، إلى جانب ضرورة إدماج الحلول التكنولوجية والتنسيق بين الجهات الرقابية لتحقيق بيئة استثمارية شفافة وجاذبة. الكلمات المفتاحية: الأسواق المالية، الرقابة المالية، الشفافية، التنمية الاقتصادية، الجزائر. Rèsumè de l'ètude Les marchés financiers constituent l’un des piliers fondamentaux de la croissance économique, en raison de leur rôle central dans la mobilisation de l’épargne et son orientation vers l’investissement, ainsi que leur contribution à une allocation efficiente des ressources et à la transparence des transactions financières. Cette étude vise à mettre en lumière la réalité du contrôle des marchés financiers en Algérie, en tant que mécanisme garantissant l’intégrité des opérations et la stabilité du marché. L’étude repose sur l’hypothèse que l’efficacité du contrôle est une condition essentielle pour activer le rôle des marchés financiers dans le développement économique. Cependant, la pratique en Algérie souffre encore de certaines problématiques structurelles et organisationnelles qui limitent son efficacité. À travers l’analyse, il est apparu que le développement du contrôle nécessite des réformes juridiques et institutionnelles, ainsi que l’intégration de solutions technologiques et la coordination entre les organes de régulation pour instaurer un environnement d’investissement transparent et attractif. Summary of the study : Financial markets are considered one of the fundamental pillars of economic growth due to their central role in mobilizing savings and directing them towards investment, as well as their contribution to efficient resource allocation and transparency in financial transactions. This study aimed to shed light on the reality of financial market oversight in Algeria, as a mechanism to ensure transaction integrity and market stability. The study was based on the hypothesis that effective oversight is a key condition for enabling the role of financial markets in economic development. However, in practice, Algeria still faces several structural and organizational issues that hinder this effectiveness. Through analysis, it became evident that enhancing oversight requires legal and institutional reforms, the integration of technological solutions, and coordination among regulatory bodies to ensure a transparent and attractive investment environment.
