أثر التغير المناخي على الأمن الانساني

Abstract

ملخص: باتت ظاهرة التغير المناخي قضية علمية ومشكلة عالمية حقيقية نتيجة للنشاط البشري المباشر وغير المباشر ، المعتمد بشكل كبير على الوقود الاحفوري والذي أدى الى تغيير في تكوين الغلاف الجوي للكرة الأرضية وهو بهذا يشكل تهديدا للأمن الإنساني ، في مفهومه الحديث المرتكز على بقاء الفرد وحماية حقوقه الأساسية الاقتصادية ، الاجتماعية ، الثقافية ، المدنية والساسية ، على مستوى أبعاده الوارد ذكرها في تقرير برنامج الأمم المتحدة الإنمائي لسنة 1994، لذا سعت الجماعة الدولية وتحت اطار الأمم المتحدة الى التعاون من اجل إيجاد حلول للحد من ارتفاع درجة الحرارة والبحث عن سبل التكيف مع اثار تغير المناخ ومساعدة الدول نامية الأكثر تضررا اخذا بمبدأ المسؤولية المشتركة والمتباينة ، مبدأ الحيطة و تعزيز التنمية المستدامة. الكلمات المفتاحية: تغير المناخ ، الأمن الإنساني ، تهديد الأمن الإنساني ، مواجهة التغير المناخي.

Abstract : Climate change has become a scientific phenomenon and a genuine global problem resulting from direct and indirect human activity, which heavily relies on fossil fuels. This reliance has led to alterations in the composition of the Earth's atmosphere, thus posing a threat to human security—understood in its modern sense as the protection of individuals and the safeguarding of their fundamental economic, social, cultural, civil, and political rights, as defined in the 1994 United Nations Development Programme (UNDP) Human Development Report. In response, the international community, under the framework of the United Nations, has sought to cooperate in order to find solutions to mitigate rising global temperatures, explore adaptation strategies to climate change impacts, and assist the most affected developing countries, based on the principles of common but differentiated responsibilities, the precautionary principle, and the promotion of sustainable development.
