07/23 المتعلق بالمحاسبة العمومية والتسيير المالي ومفاهيمه الجديدة التي طرأت عليه ، بالخصوص التغير القانوني الجديد الذي يمس الاعوان المكلفين بتنفيذ الميزانية العمومية والمهام الجديدة إلى لكل من الآمر بالصرف والمحاسب العمومي والمراقب الميزانياتي والذي يوضح بشكل أوسع مواطن التحديث في أسس المحاسبة العمومية ومهام ومسؤوليات الفاعلين المكلفين . Ce mémorandum traitait de la nouvelle réforme comptable de la loi 23/07 sur la comptabilité publique et la gestion financière et de ses nouveaux concepts, en particulier le nouveau changement juridique qui affecte les agents chargés de l'exécution du bilan et les nouvelles tâches du responsable des décaissements, de l'expert-comptable et du contrôleur budgétaire, qui clarifie plus largement les domaines de modernisation des fondements de la comptabilité publique et les tâches et responsabilités des acteurs responsables. This memorandum dealt with the new accounting reform of Law 23/07 on public accounting and financial management and its new concepts, in particular the new legal change affecting the agents in charge of implementing the balance sheet and the new tasks of the disbursement officer, the public accountant and the budget controller, which more broadly clarifies the areas of modernization in the foundations of public accounting and the tasks and responsibilities of the actors in charge.
