مؤسَّسات الحُكمِ في الدَّولة العثمانيَّة بين مرحلة الإصلاحات والتَّنظيمات

Abstract

تهدف الدِّراسة إلى بحث تطوُّر مؤسَّسات الحُكم في الدَّولة العثمانيَّة من مرحلة الإصلاحات وحتى فترة التَّنظيمات، واستعراض تاريخها تحليلًا وتفسيرًا، من أجل فهم سِرِّ استمرار الدَّولة خلال القرن التَّاسع عشر، رغم حالة الضَّعف التي كانت تعيشها، ومن أهمِّ تلك المؤسَّسات: الصَّدارة العظمى (الحكومة)، التي تأتي في الدَّرجة الثَّانية في نظام الحكم العثماني بعد مؤسَّسة السُّلطان، بل تعدَّتها أحيانًا خلال بعض الفترات من القرن التَّاسع عشر، وغدت محور كُلِّ المؤسَّسات الإداريَّة والسياسيَّة، من خلال الصَّلاحيات الواسعة التي مُنحت إياها خلال مرحلة التَّنظيمات (1839-1876م)، وإن شهدت تراجعًا خلال العهد الحميدي (1876-1909م) Thus study aimed at tackling the development of the governance institutions in the ottoman state from the reforms era until TANZIMAT era,and review its history, analysis and interpretation, in order to understand the secret of the state’s survival during the nineteenth century, despite the state of weakness, and the most important of these institutions: THE GRAND VIZIERSHIP (The Ministry), which comes in second place in the Ottoman system of government After the Sultan’s institution, it sometimes exceeded it, and became the basis of all administrative and political institutions, due to the wide powers granted to it during the TANZIMAT period (1839-1876), but it witnessed a decline during the reign of Sultan Abdul Hamid II (1876-1909).
