دور الرقابة المالية في الحفاظ على المال العام في التشريع الجزائري

Abstract

تسعى الدولة الجزائرية بما تملكه من وسائل قانونية وبشرية ومادية إلى الحفاظ على أموالها العامة التي تملكها، والتي تشكل عصب حياتها، وأساسا متينا من أسس تشكيل سيادتها الوطنية والدولية، ووسيلة مهمة في الحفاظ على أمنها القومي الداخلي والخارجي، وكذا تلبية حاجيات ومتطلبات مواطنيها وإشباعها، وذلك من خلال إنشاء هيئات رقابية على المال العام ذات طبيعة قانونية مختلفة، فمنها ما هو ذات إدارية أو قضائية أو حتى سياسية، ثم العمل على إمدادها بالصلاحيات والسلطات اللازمة التي تمكنها من حماية هذه الأموال ضد كل أشكال الانحراف وصور التعدي عليه. الكلمات المفتاحية: المال العام؛ الرقابة المالية؛ الهيئات الرقابة المالية. Abstract: The Algerian state, with its legal, human and material means, seeks to preserve its public money, which constitute the backbone of its life, a solid foundation for the formation of its national and international sovereignty, and an important means of maintaining its internal and external national security, as well as meeting the needs and requirements of its citizens and satisfying them, through the establishment of on it. Résumé: L'Etat algérien, avec ses moyens juridiques, humains et matériels, cherche à préserver ses deniers publics, qui constituent l'épine dorsale de sa vie, une base solide pour la formation de sa souveraineté nationale et internationale, et un moyen important de maintenir sa sécurité nationale intérieure et extérieure, ainsi que de répondre aux besoins et exigences de ses citoyens et de les satisfaire, à travers l'établissement de sur elle.
