الحماية الدولية لسلامة المنتجات الغذائية

Abstract

ملخص: تناولت هذه المذكرة بالدراسة والتحليل موضوع الحماية الدولية لسلامة المنتجات الغذائية ،من خلال بيان الاطار المفاهيمي والقانوني لهذه الحماية ،واستعراض اهم الهيئات الدولية المتخصصة مثل هيئة الدستور الغذائي والهيئة الاوروربية لسلامة الأغذية كنموذج إقليمي.كما تم تسليط الضوء على دور المنظمات الدولية كمنظمة الصحة العالمية ومنظمة الأغذية والزراعة في دعم السياسات الوطنية .وخصصت المذكرة حيزا لتحليل التزامات الجزائر في هذا المجال ،من حيث الأطر التشريعية والتنظيمية ،والمنظومة المؤسسية،والاتزامات الدولية والمجتمعية،من خلال انخراطها في اتفاقيات دولية وتبنيها لممارسات ومعايير معترف بها عالميا.وخلصت الدراسة الى ان الجزائر تبذل جهودا معتبرة لضمان مطابقة منظومتها الوطنية لمقتضيات حماية المستهلك وصحة إلانسان ،لكنها مازالت تواجه تحديات في التطبيق الفعلي والرقابة والتوعية المجتمعية. كلمات مفتاحية :الحماية.الهيئات الدولية المتخصصة .حماية المستهلك. Resumé : Ce mémoire a etudié et analyséé la protection internationale de la sécuritédes produits alimentaires,en exposant le cadre conceptuel et juridique de cette protection,et en présentant les principaux organismes internationaux specialisés ,tels que la commission du codex alimentarius et l autorité européenne de sécurité des aliments entanat que modèle régional.il a également mis en lumiére le rôle des organisations internationales, telles que l’OMS la FAO ,dans le soutien aux politiques nationales.une partie importante du travail a été consacrée à l’analyse des engagements de l’Algerie dans ce domaine,à travers ses cadres légeslatifs et institutionnels, ses engagements intrnationaux et sociétaux,ainsi que son adhésion à des accords internationaux et à des normes reconnues mondialement.l’étude conclut que l’Algérie déploie des éfforts notables pour aligner son systéme national suer les exigences de protection de consommateur et de la santé publique,tout en faisant face à des défis en matières d’application ,de contrôle et de sensibilisation. Abstract : This thesis examined and analyzed the international protection of food safety,by outlining its conceptueal and legal framwork,and presenting the main specialized international bodies,such as the codex alimentarius commision and the european food safety authority as a regional model.it also highlited the role of international organizations such as WHO and FAO in supporting national policies.A significant part of the study focused on Algeria ‘s commitments in this field,covering its legeslative and institutional frameworks,international and societal obligations,and its adherence to globally recognized agreements and standards.The research concludes that Algeria makes considerable efforts to align its national system with the requirements of consumer protection and public health,while still facing challenges in implementation ,monitoring ,and raising public awareness.
