ملخص عرف ت المجتمعات الإنسانية منذ القدم ظاهرة الجريمة بوصفها سلوكًا منحرفًا يهدد أمن الأفراد واستقرار الجماعة، غير أن هذه الظاهرة لم تبقَ على حالها، بل تطورت بتطور الإنسان ووسائل معيشته وتعامله. ومع تسارع وتيرة التحول التكنولوجي، والانفتاح الاقتصادي، وتطور شبكات الاتصال، برزت أنماط جديدة من الإجرام تتسم بالتعقيد والتنظيم والعابرة للحدود، وهو ما جعل المواجهة التقليدية غير كافية لمجابهتها، خاصة أمام جرائم الفساد، تبييض الأموال، الإرهاب، الجرائم الإلكترونية، وجرائم الصرف والمخدرا ت . إن دراسة موضوع الأقطاب الجزائية المتخصصة تكتسي أهمية علمية وعملية بالغة، ليس فقط لأنها تمثل أحد أهم مظاهر تحديث العدالة الجزائية، ولكن أيضًا لأنها تفتح المجال لتقييم مدى فعالية هذا النموذج في مواجهة الإجرام الحديث، ومدى توافقه مع مبادئ المحاكمة العادلة في ظل التحديات التقنية والقانونية المستجد ة . Abstract :Human societies have, since ancient times, experienced the phenomenon of crime as a deviant behavior that threatens individual security and social stability. However, this phenomenon has not remained static; rather, it has evolved alongside human development, living conditions, and modes of interaction. With the rapid pace of technological transformation, economic openness, and the advancement of communication networks, new and more complex forms of crime have emerged, characterized by organization and transnational dimensions. This has rendered traditional methods of confrontation insufficient, particularly in the face of corruption, money laundering, terrorism, cybercrime, foreign exchange offenses, and drug-related crimes. The study of specialized criminal judicial divisions is of great scientific and practical importance, not only because they represent one of the most significant manifestations of the modernization of criminal justice, but also because they provide an opportunity to assess the effectiveness of this model in combating contemporary crime and its compatibility with the principles of a fair trial in light of emerging technical and legal
