Description

Summary The principle of transparency in public procurement is one of the most important principles introduced by the Algerian legislator, who has ensured its enshrinement in Law No. 23-12, which sets the general rules for public procurement, as well as in regulations and the law on the prevention and fight against corruption. This is evident through the rules and procedures established for the process of awarding public contracts, starting from the identification of needs, preparation of specifications, and announcement of calls for tenders, up to the awarding and approval of the contract. Additionally, public procurement is subject to various types of administrative and judicial oversight, and crimes related to it are criminalized. All these measures serve as an effective guarantee to protect public procurement from corruption and to achieve economic development.
