Abstract
Increasing interest in the issue of emerging institutions in recent times and the
determinants of their success and failure, given that these two others are two
different and opposite sides of the same coin, so we cannot talk about the causes of
success without addressing the causes of failure. A study aimed to clarify and
describe the determinants of the failure and success of emerging institutions in
Algeria on the one hand, as well as to identify the role of public authorities
represented in the government towards this type of institution .
Through our review of the results of many previous studies that dealt with this
topic in developing a guide that guides the owners of these institutions towards the
risks that threaten the success of this type of emerging enterprises, we have
identified a list of the most important factors that contribute from near or far to
making the emerging enterprises grow and develop in the business environment
Algeria, as we presented real cases of emerging institutions in Algeria that have
achieved remarkable successes in recent times, trying to find the reasons for their
success, and almost we have come to terms that the most important factor that
contributed to making institutions such as OuedKniss successful is the spirit of
creativity enjoyed by the youth who formed this pioneering institution Algeria in
the field of both e-commerce and digital advertising.
At the conclusion of the study, we provided a set of advice to the category of
owners of emerging enterprises, and to the category of government authorities.
With regard to the category of owners of the emerging enterprise, the experience
and knowledge must be valuable to the owner of the enterprise before considering
establishing a startup, relying on self or family financing during the start-up period
in the emerging enterprise, participating in training programs in entrepreneurship.
As for the recommendations directed to the government, the need to establish a
culture of entrepreneurship in student circles, the need to provide an accurate legal
definition of emerging enterprises inspired by administrative thinking, to prepare a
comprehensive strategy for the development of incubators and emerging
institutions, taking into account the needs of the market and employers, to issue a
package of tax legal reforms that The owners of emerging enterprises are exempted
from some tax charges for a certain period of time, diversifying between formal
financing (banks, incentives, exemptions) and informal financing: such as lifting
the obstacles imposed on financing.
