Abstract
This thesis aimed to reveal the complex relationship between communication strategy and organizational culture in Algerian start-ups, considering this relationship to be a decisive factor that determines their success or failure in a developing economic environment seeking economic revival based on innovation and technology by establishing an economic model that gives young people in general, and university students in particular, who are characterized by a spirit of initiative, the opportunity to lead this economic transformation, away from a rentier economy and natural resources. However, this desire for transformation clashes with a culture that is deeply rooted in Algerian society, which, to say the least, is not in line with Algeria's grand ambitions for economic development, at a time when the process of transformation, growth, and sustainability is considered more difficult and complex culturally than economically and financially. This culture affects not only the mindset of individuals as members of society, but also organizational entities, particularly in terms of their strategic and communication aspects.
The study began with a question about how organizational culture - which is an important and fundamental part of general societal culture - affects the effectiveness of communication strategy, a fundamental aspect of any institution in an era full of communication, for these new entities represented by start-ups. To answer this problem, a descriptive analytical approach was used, combining quantitative and qualitative approaches. To obtain the necessary data, a probability sampling technique was used to reach a sample of 23 startups from an available research community consisting of 230 startups. A total of 18 startups were actually reached. Based on this sample, a quantitative data collection tool was designed in the form of a questionnaire consisting of 100 statements, distributed across ten main dimensions, developed based on an in-depth conceptual analysis linking the dimensions of communication strategy (leadership, maneuvering, decision-making) and corresponding dimensions of organizational culture (team spirit, adaptability, innovation, etc.). Two qualitative tools were also used: in-depth interviews and focus groups.
The study concluded with a set of important findings, most notably the diagnosis of what we called the “dual organizational personality” of Algerian start-ups, which is manifested in their possession of a "solid core and a fragile shell .“ The results demonstrated a clear relationship between internal communication and cultural practices, where ”leadership“ is exercised effectively to build ”team spirit“ and achieve ”adaptation,“ and ‘decisions’ are made based on a firm conviction of the importance of ”strategic focus“ and ”internal consistency." On the other hand, the results revealed another aspect that compromises the effectiveness of the communication strategy in terms of organizational culture, namely the weakness and fragility of external practices, as evidenced by a clear reluctance to use “maneuvering” to build a mental image, avoidance of competitive patterns, as well as a gap in the use of “symbolic” tools to consolidate a culture of innovation. These results confirm that the biggest challenge facing these institutions lies not only in external structural challenges, but also in internal challenges related to the ability to translate internal strength and culture into an effective communication strategy capable of growing and sustaining start-ups.
