Abstract

نسعى من خلال هذه الدراسة إلى الكشف عن دور الرقمنة في تحسين الخدمة العمومية بإدارة بلدية جواب بالمدية، حيث سنقوم بتشخيص طبيعة اعتماد نظام الرقمنة بإدارة بلدية جواب بالمدية، كما سنتعرض إلى الاستراتيجيات التي تعتمدها إدارة بلدية جواب بالمدية لتطبيق نظام الرقمنة في تحسين الخدمة العمومية، مع التركيز على توصيف أهمية تطبيق نظام الرقمنة بإدارة بلدية جواب بالمدية لتحسين الخدمة العمومية، وسنتناول في هذه الدراسة الأكاديمية كذلك أهم الصعوبات التي تواجه إدارة بلدية جواب بالمدية في تطبيق الرقمنة لتحسين الخدمة العمومية. ولتحقيق هذه الأهداف تم الاعتماد على منهج دراسة حالة، مستندين في بحثنا على أداة المقابلة المقننة والتي تعتبر من أدوات الدراسة، حيث قمنا بانتقاء عينة قصدية قوامها 11 مفردة من فئة المبحوثين الموظفين بمؤسسة جواب بالمدية. ومن خلال اجرائنا للمقابلات وتحليلها توصلنا إلى مجموعة من النتائج أهمها أن الرقمنة لها مكانة وأهمية بالغة في الإدارة المحلية ببلدية جواب بالمدية لدورها الكبير في تحسين خدماتها العمومية، بالرغم من أنها تواجه صعوبات في تطبيقها من ناحية كفاءة العنصر البشري والبنية التحتية الرقمية إلا أنها أصبحت استراتيجية وضرورة حتمية في الإدارة المحلية لتحسين خدماتها بصفة خاصة، وفي مجال المؤسسات بصفة عامة. Through this study, we seek to reveal the role of digitization in improving the fasting service in the administration of municipality of Jawab in Medea. We will diagnose the nature of adoption of the adoption of the digitization system and the administration of the municipality of Jawab and Medea. we will also present the strategies adopted by the administration of the municipality of Jawab in Medea to implement the digitization system in improving public service, with focusing on describing the importance of implementing the digitization system in the administration of the municipality of Jawab in Medea to improve public service. To achieve these goals, we relied on a case study approach, based in research on the performance of the standardized interview, which is considered one of the study tools, where we selected a purposive of 11 individuals from the category of respondents employed at the Jawab foundation in Medea. Through our conduct of interviews and analysis, we reached a set of results, the most important of which is that digital has a place and great importance in the local administration in the municipality of Jawab in Medea due to its major role in modernizing its public services. Although it faces difficulties in implementing it in teme of the efficiency of the human element and the digital in frastructure, it has become a strategy and a necessity. It is Imperative for local administratin to improve its services in particular, and in the field of institutions in general
