Abstract

المجلس الوطني الاقتصادي والاجتماعي والبيئي من أهم الأجهزة الاستشارية في الجزائر فهو إطار للحوار والتشاور والاقتراح والاستشراف والتحليل في المجالات الاقتصادية والاجتماعية والبيئية ، يوضع لدى رئيس الجمهورية وهو كذلك مستشار للحكومة , يتميز بتشكيلة متنوعة تضم خبراء و متخصصين مؤهلين علميا و عمليا يقومون بتسخير مجهوداتهم لإبداء آراء و استشارات في سبيل تحريك عجلة التنمية . يسير المجلس من طرف أجهزة تتكفل بتنفيذ المهام الموكلة له وهي الرئيس, الجمعية العامة, المكتب و اللجان الدائمة, يشرع المجلس في عمله بعد إخطاره من طرف السلطة التنفيذية أو الإخطار الذاتي من تلقاء نفسه و ذلك بالاِجتماعات التي يعقدها خلال السنة ضمن دورات عادية وغير عادية و التي تختتم بجملة من التقارير و التوصيات النهائية المقدمة للحكومة بهدف المساهمة في رسم السياسة العامة للبلاد . الكلمات المفتاحية: المجلس الوطني الاقتصادي والاجتماعي والبيئي، الأجهزة الاستشارية، السياسة العامة، السلطة التنفيذية. Summary: The National Economic, Social and Environmental Council is one of the most important advisory bodies in Algeria. It is a framework for dialogue, consultation, proposal, forecasting and analysis in the economic, social and environmental fields. It is placed with the President of the Republic and is also an advisor to the government. It is distinguished by a diverse group that includes scientifically and practically qualified experts and specialists who harness their efforts to express opinions and Consultations to move the wheel of development. The Council is run by bodies responsible for carrying out the tasks assigned to it, which are the President, the General Assembly, the Bureau and the permanent committees. The Council begins its work after being notified by the executive authority or self-notification on its own initiative, through the meetings it holds during the year within ordinary and extraordinary sessions. Which concludes with a set of final reports and recommendations submitted to the government with the aim of contributing to the formulation of general policy for the country. Résumé: Le Conseil National Economique, Social et Environnemental est l'un des organes consultatifs les plus importants en Algérie. Il constitue un cadre de dialogue, de concertation, de proposition, de prospective et d'analyse dans les domaines économique, social et environnemental. Il est placé auprès du Président de la République. République et est également conseiller du gouvernement.Il se distingue par un groupe diversifié qui comprend des experts et des spécialistes scientifiquement et pratiquement qualifiés qui exploitent leurs efforts pour exprimer des opinions et des consultations pour faire avancer la roue du développement. Le Conseil est dirigé par les organes chargés de mettre en œuvre les tâches qui lui sont assignées, qui sont le Président, l'Assemblée générale, le Bureau et les commissions permanentes. Le Conseil commence ses travaux après avoir été convoqué par le pouvoir exécutif ou auto-notifié de sa propre initiative. initiative, des réunions qu'il organise au cours de l'année en sessions ordinaires et extraordinaires, qui se termine par un ensemble de rapports finaux et de recommandations soumis au gouvernement dans le but de contribuer à la formulation de la politique générale du pays.
