Abstract
This note is an initial attempt to understand the complex interplay between formal and informal elements within organizational structures. It paves the way for future studies that can use sociological analysis tools to gain deeper insights into administrative organizations, considering the multitude of actors and complex relationships.
Through this work, we have demonstrated that informal groups are a social
phenomenon inherent to every organization. They emerge through daily interactions, shared interests, and a sense of belonging that develops among individuals within the work environment. These groups can play various roles, including supporting official decisions, establishing informal channels for information exchange, and directly influencing the decision-making process. This relationship highlights that administrative action is influenced by social and cultural contexts, not only legal and structural norms. Thus, it is necessary to
expand administrative analysis to include informal dimensions, which often better explain individual behaviors within institutions than official instructions.
This note emphasizes that the decision-making process within an organization cannot be understood without considering the influence of informal groups as an effective, albeit hidden, part of guiding organizational performance.
