Abstract
This study aimed to identify the degree of practicing leadership by empowerment in
Algeria’s General Directorate of Telecommunication through its dimensions, as well as the level
of intellectual capital competence through the basic components, and to identify the impact of
leadership by empowerment on the intellectual capital competence as it is seen by the
directorate workers.
In this study, we concluded through the theoretical part that the leadership by
empowerment is a modern leadership method aims to remove workers' restrictions and free
them from bureaucratic procedures and strict control to participate in information, make
collective decisions, and expand the use of powers and assume more responsibilities in order
to release their potential abilities, physical and cognitive strengths towards innovation and
renovation. The implicit knowledge is in the human beings' minds and if these ideas are not
sharpened and ably put up, there will be no creativity or innovation.
In order to practice leadership by empowerment in a the light of knowledge economy,
this requires giving up the traditional leadership model that focuses on directing to a
leadership that believes in participation and consultation, which in turn requires a radical
change in the roles of work and hence the relationship between the administrative leader and
the worker. For The role of the administrative leader, it requires a shift from control and
guidance to trust and delegation, and for the role of the worker, it requires the shift from
following the rules and instructions to participating in decision-making. Leadership plays a
major role in fostering and activating the participation and empowerment programs in the
Organization. As many of the relevant studies indicate that the secret of success of any project
is due to the role leadership, its commitment, and enthusiasm. And The role of leadership in
the success of partnership and empowerment programs is almost very important because
empowerment requires leaders and higher department abdicate some of the influence they
enjoy and to have the strong willingness to do so, and redistributing that influence on workers
at different levels of the organization.
As well as, we reached to a clear mental understanding of the intellectual capital
competence which reflects the ability of workers, who represent intellectual capital, to
coordinate and to link between its basic components. As the intellectual capital competence is
determined through its combined elements and components. It is not possible to speak about
the competence of intellectual capital in the absence of one of its components, mainly
structural capital, client capital, social capital, psychological capital, and human capital. The
latter, which is the most important component of intellectual capital as it is the engine of
creativity and the crucial resource in creating value added which contributes to the
competitiveness of the organization in the knowledge economy.
In order to test this, we designed a questionnaire based on the proposed study model.
After arbitrating it, we distributed it to a random sample of workers in Algeria’s General
Directorate of telecommunications, in which we distributed 208 questionnaires and we
obtained (176) valid questionnaire for analysis. We processed the data based on some of the
relevant statistical tests available in the SPSS program. At the end, we reached a set of results,
the most important ones are:
