يعد موضوع حماية البيئة مطلبا هامة في التهيئة العمرانية ، بحيث يعتبر البناء والتعمير سبب من أسباب إنتشار التلوث بكل أنواعه بشكل كبير ، وعلى أساس هذا كان على المشرع بمراعاة الجانب البيئي وتأطيره بجملة من القواعد وأدوات اتخطيط ، وكذا الدراسات البيئية والقرارات العمرانية المتمثلة في كل من الرخص والشهادات ، بحيث تعتبر أدوات قانونية لممارسة الرقابة القبلية والبعدية أو اللاحقة لعملية البناء ، قصد ضمان بناء وعمران متناسق ومنسجم يحافظ على البيئية أو يحثث جميع الأبعاد البيئية ، وبالتالي الحصول على تنمية عمرانية مستدامة . الكلمات المفتاحية : البيئة - التلوث - التنمية العمرانية المستدامة - أدوات التخطيط.
