ملخص:

إن للرقابة الإداریة أھمیة على الصفقات العمومیة من خلال أنھا تعد من الوظائف الإداریة الأساسیة، حیث تساعد على التأكد من أن الأنشطة تسیر وفق الخطط الموضوعیة لتحقیق الأھداف المرجوة، تمكن من اكتشاف الانحرافات أو الأخطاء في الأداء بسرعة والعمل على تصحیحھا في الوقت المناسب، وتعزز مبدأ الشفافیة داخل المؤسسة وتتیح إمكانیة محاسبة الأفراد على نتائج أعمالھم، ومن أبرز جھازین بارزین هما المفتشیة العامة للمالیة ومجلس المحاسبة. الكلمات المفتاحية: الرقابة الإداریة، الصفقات العمومیة، المفتشیة العامة للمالیة، مجلس المحاسبة.

Summary: Administrative control is important for public procurement as it is considered one of the basic administrative functions. It helps ensure that activities proceed according to objective plans to achieve desired objectives. It enables the rapid detection of deviations or errors in performance and prompt action to correct them. It promotes the principle of transparency within the institution and enables individuals to be held accountable for the results of their work. Résumé : Le contrôle administratif est important pour les marchés publics, car il est considéré comme l’une des fonctions administratives fondamentales. Il permet de garantir que les activités se déroulent conformément aux plans objectifs pour atteindre les objectifs fixés. Il permet de détecter rapidement les écarts ou les erreurs de performance et de les corriger rapidement. Il favorise le principe de transparence au sein de l’institution et permet aux individus d’être tenus responsables des résultats de leur travail.
