هذا البحث يخوض في دراسته مكانة مجلس الأمة في ظل التعديل الدستوري 2020، سجل استحداث مجلس الأمة في الجزائر بعد دستور 28/11/1996 تحولا جذريا في التجربة البرلمانية الجزائرية، حيث شهدت البلاد لأول مرة تجسيد نظام الغرفتين الذي يعرف بالبيكاميرالية وأضحى البرلمان يتشكل من غرفتين هما المجلس الشعبي الوطني ومجلس الأمة، ورافق هذا التحول تغيير كلي في الوظيفة التشريعية والرقابية للسلطة التنفيذية، إن الهدف من هذا البحث جاء من أجل دراسة مكانة مجلس الأمة في النظام البرلماني الجزائري وعن جدوى الإبقاء عليه حتى وإن كان دوره التشريعي والرقابي عديم الأثر. الكلمات المفتاحية :مجلس الأمة، البرلمان، نظام الغرفتين، المجلس الشعبي الوطني، البيكاميرالية، الوظيفة التشريعية والرقابية، السلطة التنفيذية Study summary: This research examines the status of the National Assembly in light of the 2020 constitutional amendment. The creation of the National Assembly in Algeria after the Constitution of 11/28/1996 recorded a radical transformation in the Algerian parliamentary experience, as the country witnessed for the first time the embodiment of the two-chamber system known as bicameralism, and the Parliament became composed of two chambers. They are the National People's Assembly and the National Assembly, and this transformation was accompanied by a complete change in the legislative and oversight function of the executive authority. The aim of this research came in order to study the position of the National Assembly in the Algerian parliamentary system and the feasibility of maintaining it even if its legislative and oversight role is ineffective. key words : National Assembly, Parliament, bicameral system, National People's Assembly, picamerality, legislative and supervisory function, executive power. résumé : Cette recherche examine le statut de l'Assemblée nationale à la lumière de l'amendement constitutionnel de 2020. La création de l'Assemblée nationale en Algérie après la Constitution du 28/11/1996 a enregistré une transformation radicale dans l'expérience parlementaire algérienne, comme le pays en a été témoin. la première fois, l'incarnation du système bicaméral connu sous le nom de bicamérisme, et le Parlement est devenu composé de deux chambres, il s'agit de l'Assemblée populaire nationale et de l'Assemblée nationale, et cette transformation s'est accompagnée d'un changement complet dans la fonction législative et de contrôle de l'Assemblée nationale. le pouvoir exécutif. L'objectif de cette recherche est d'étudier la place de l'Assemblée nationale dans le système parlementaire algérien et la faisabilité de son maintien même si son rôle législatif et de contrôle est inefficace.
