دور جمعيات الأحياء في الوقاية من الجريمة في الوسط الحضري

Abstract

في ظل تزايد التحديات الأمنية التي تواجهها المجتمعات الحضرية، بات من الضروري البحث عن آليات فعالة للوقاية من الجريمة، لا تقتصر فقط على المؤسسات الأمنية، بل تشمل أيضًا الفاعلين المحليين، ومن ضمنهم جمعيات الأحياء. ومن هذا المنطلق، جاءت هذه الدراسة لتسلط الضوء على دور جمعيات الأحياء في الوقاية من الجريمة في الوسط الحضري، من خلال الإجابة عن الإشكالية التالية: هل لجمعيات الأحياء دور في الوقاية من الجريمة في الوسط الحضري؟ وقد انبثقت عن هذه الإشكالية أسئلة فرعية ركزت على مدى إسهام الأنشطة الرياضية والثقافية التي تنظمها الجمعيات في الحد من الجريمة، ومدى مساهمتها في تحسين البيئة العمرانية كوسيلة للوقاية. تهدف الدراسة إلى الكشف عن ملامح الخصائص الاجتماعية لممثلي الجمعيات، وتحديد طبيعة أدوارهم، وأنماط تفاعلهم داخل المحيط الحضري. وقد تم اعتماد المنهج الوصفي التحليلي، وشملت الدراسة 30 جمعية تم اختيارها من بين 114 جمعية تنشط على مستوى بلدية المدية، باستخدام العينة العشوائية البسيطة. واعتمدت الدراسة على أداة الاستبيان للكشف عن طبيعة مساهمة هذه الجمعيات في الوقاية من الجريمة. وقد بينت النتائج أن الأنشطة الرياضية والثقافية التي تنظمها جمعيات الأحياء تساهم بشكل فعال في الحد من السلوكيات المنحرفة من خلال إشراك الشباب وتعزيز انتمائهم المجتمعي، كما أن تحسين البيئة العمرانية من خلال المبادرات المحلية (كالتنظيف والتشجير والتوعية) يسهم بدوره في تقليل الجريمة وتعزيز الشعور بالأمن والانضباط داخل الأحياء. وبناءً على هذه النتائج، تقترح الدراسة جملة من التوصيات، أهمها: تعزيز الدعم المؤسساتي والمالي للجمعيات، وتكوين ممثليها في مجالات علم الاجتماع والوساطة المجتمعية، وتشجيع الشراكة بينها وبين الجهات الأمنية والتربوية، بالإضافة إلى تحفيز العمل التطوعي داخل الأحياء، وإنشاء آليات محلية لرصد الظواهر السلبية بشكل استباقي.

In light of the growing security challenges facing urban communities, it has become essential to seek effective mechanisms for crime prevention that go beyond security institutions to include local actors, among them neighborhood associations. This study aims to shed light on the role of neighborhood associations in crime prevention within urban areas by addressing the following research question: Do neighborhood associations play a role in preventing crime in urban environments? From this central question, sub-questions emerged focusing on the extent to which sports and cultural activities organized by these associations contribute to reducing crime, as well as their role in improving the urban environment as a preventive measure. The study seeks to uncover the social characteristics of association representatives, define the nature of their roles, and explore their patterns of interaction within the urban setting. The descriptive-analytical method was adopted, and the study involved 30 associations selected randomly from a total of 114 operating in the municipality of Médéa. A questionnaire was used as the main research tool to assess the contributions of these associations to crime prevention. The findings revealed that the sports and cultural activities organized by neighborhood associations significantly contribute to reducing deviant behavior by engaging youth and reinforcing their sense of community belonging. Additionally, local initiatives aimed at improving the urban environment—such as cleaning campaigns, tree planting, and awareness-raising—also play a role in reducing crime and enhancing residents’ sense of security and order. Based on these results, the study offers several recommendations, most notably: strengthening institutional and financial support for neighborhood associations, providing training for their representatives in sociology and community mediation, encouraging partnerships with security and educational institutions, promoting volunteerism in neighborhoods, and establishing local mechanisms for the proactive monitoring of negative social phenomena.
