دور سلطة ضبط البورصة في تشجيع الاستثمار في الجزائر

Abstract

ملخص : حاول المشرع الجزائري مواكبة التحولات الاقتصادية بمناسبة تحول الدولة المتدخلة إلى دولة ضابطة الأمر الذي استدعى ضرورة إعادة تاطير وتنظيم السوق المالية ،حيث قام بإنشاء هيئات ضابطة في المجال الاقتصادي عامة واستحدث لجنة تنظيم عمليات البورصة ومراقبتها خاصة كهيئة إدارية مستقلة لسد فراغا عجزت الدولة عن احتوائه يتمثل في ضبط سوق القيم المنقولة،بإضافة إلى ذلك توجد مؤسستان شركة بورصة القيم المنقولة والمؤتمن المركزي على السندات وهما من الجهات الأساسية التي تلعب دور هاما في تنظيم السوق المالية وتشجيع الاستثمار في الجزائر . Abstract: Algerian legislator tried to keep pace with economic changes to mark the transformation of the state intervening to state officer and which has necessitated the need to reframe and reorganize the financial market where the bodies make the establishment of officer state in the general economic sphere the committee of the stocks exchange operations especially as an administrative independent body to fill the vacuum that the state fails to contain it which is to adjust the values movable market in addition there are two institutions the stock exchange company and the central securities depository which are key players in regulating the financial market and encouraging investment in Algeria. Résumé : Le législateur algérien a tenté d’ l accompagner es mutations économiques en passant de l’état interventionniste a ‘un état régulateur ,en œuvrant a ‘structurer et organiser le marché financier. Cela s’est traduit par la creatoin de plusieurs instances de régulation dans le domaine économique , notamment la commission d’organisation et de surveillance des opérations de bourse (cosob) que constitue le principal organe de régulation de la bourse D’autres entités ont également été mises en place ,telles que la bourse des valeurs mobilières et le dépositaire central détitres ,qui jouent un rôle clé dans la régulation du marché et la promotion de l’investissement en Algérie.
