ان من أولى وظائف الدولة الحفاظ على النظام العام، والضبط الاداري هو من بين أهم السلطات المخولة قانونا لصيانة المجتمع وحفظ النظام فيه، ولتفعيل سلطة الضبط الإداري وتحقيق أهدافها لابد لها من تكليف مرافق وهيئات إدارية للحفاظ على النظام العام والسهر عليه، ومن بين هذه المرافق "مرفق الشرطة" فهو أهم مرفق يوفر أمن الدولة وحماية الأشخاص والممتلكاتوللقيام بالمهام المنوطة له يستعين بوسائل قانونية، كما سخرت الدولة لهذا الجهاز وسائل بشرية ووسائل مادية،ومن أهم مصالح جهاز الشرطة في مجال الضبط الاداري مصلحة الآمن العمومي التي تضم فرقتين هي شرطة المرور وشرطة العمران وحماية البيئة. الكلمات المفتاحية:الضبط الإداري، مرفق الشرطة، الوسائل القانونية، الوسائل المادية والبشرية، شرطة المرور، شرطة العمران وحماية البيئة. Abstract : One of the first functions of the state is to maintain public order, and administrative control is among the most important powers legally authorized to maintain society and preserve order in it, and in order to activate the administrative control authority and achieve its goals, it must assign administrative facilities and bodies to maintain public order, and among these facilities is the "police facility", which is the most important facility providing state security and protecting persons and property, and to carry out the tasks assigned to it, it uses legal means, and the state has provided this agency with human and material means, and among the most important police departments in the field of administrative control is the Public Security Department, which includes two branches, the traffic police and the urban police, and the security police and the security department. Résumé: L'une des premières fonctions de l'?tat est de maintenir l'ordre public, et le contrôle administratif est l'un des principaux pouvoirs légalement habilités à sauvegarder la société et à y maintenir l'ordre. Afin d'activer l'autorité de contrôle administratif et d'atteindre ses objectifs, il est nécessaire d'affecter des installations et des organes administratifs au maintien et à la sauvegarde de l'ordre public. Parmi ces installations, on trouve l'"installation de police", qui est l'installation la plus importante assurant la sécurité de l'?tat et la protection des personnes et des biens. Pour mener à bien les tâches qui lui sont assignées, elle utilise des moyens légaux, et l'?tat a fourni à cette agence des ressources humaines et matérielles.
