: استحدث المؤسس الدستوري الجزائري في التعديل الدستوري لسنة 2020 هيئات دستورية استشارية توضع لدى رئيس الجمهورية، وذلك بغية تكريسها ضمن هذا الاستحقاق التنظيمي. وقد عهد المشرع الجزائري للمرصد الوطني للمجتمع المدني مهمة إشراك المواطنين بمختلف أطيافهم في بناء المؤسسات الدستورية وتسيير الشؤون العمومية من خلال التسيير التشاركي للمرصد الوطني للمجتمع المدني في شتى المجالات. وتبرز امتيازات هذا القطاع من خلال الحوار، والتشاور، والاقتراح، لتحقيق أهداف التنمية الوطنية. الكلمات المفتاحية:الدستور الجزائري، التعديل الدستوري 2020، هيئات استشارية، رئيس الجمهورية، المرصد الوطني للمجتمع المدني، التسيير التشاركي، التنمية الوطنية. Résumé: Le constituant algérien a introduit dans l'amendement constitutionnel de 2020 des organes consultatifs constitutionnels placés auprès du Président de la République. Cette mesure vise à consacrer ces organes dans le cadre de cet engagement organisationnel. Le législateur algérien a confié à l'Observatoire national de la société civile la tâche de permettre aux citoyens de divers horizons de participer à la construction des institutions constitutionnelles et à la gestion des affaires publiques grâce à la gestion participative de l'Observatoire national de la société civile dans divers domaines. Les avantages de ce secteur se manifestent dans le dialogue, la consultation et les propositions, afin d'atteindre les objectifs de développement national. Summary: The Algerian constitutional founder introduced consultative constitutional bodies in the 2020 constitutional amendment, placed under the President of the Republic, aiming to establish them within this organizational framework. The Algerian legislator entrusted the National Observatory of Civil Society with the task of involving citizens from various backgrounds in building constitutional institutions and managing public affairs through the participatory management of the National Observatory of Civil Society in various fields. The benefits of this sector are highlighted through dialogue, consultation, and proposals to achieve national development goals.
