| dc.description | Résumé: التطور الحاصل في مجال تكنولوجيا الاعلام والاتصال أبرز ضروريات مهمة في مجال المعطيات الشخصية مما استوجب حمايتها من اي استغلال وعلى هذا الأساس صدر القانون رقم 18-07 محددا القواعد العامة لحماية المعطيات ذات الطابع الشخصي ،والتي يجب أن تتم على أساس احترام الكرامة الإنسانية والحريات العامة وعدم المساس بحقوق الأشخاص وحرياتهم. حماية المعطيات الشخصية نص المشرع الجزائري على انشاء سلطة وطنية ،وهي سلطة إدارية مستقلة تنشأ لدى رئيس الجمهورية وتتمتع بالشخصية المعنوية والاستقلال المالي والإداري محددا تشكيلتها وقواعد عملها وصلاحياتها في ذلك. الكلمات المفتاحية : المعطيات الشخصية ،السلطة الوطنية ،التصريح ،الترخيص. Abstract The development taking place in the field of information and communication technology has highlighted important necessities in the field of processing personal data, which necessitated protecting it from any exploitation, and on this basis it was issued the law 18-07 determining the general rules that protect the physical persons in matters of processing personal data, and which must be implemented on the basis of respect of the human dignity, private life ,public liberties and without prejudice to the person's rights ,their honour and their reputation. The Algerian legislator has established a national authority in order to protect the personal data. It is an independent administrative, financial and administrative autonomy ,determining its formation, working rules and powers. Abstrait Le développement en cours dans le domaine des technologies de l'information et de la communication a mis en évidence d'importantes nécessités dans le domaine du traitement des données personnelles, qui nécessitent de les protéger de toute exploitation, et sur cette base a été promulguée la loi 18-07 déterminant les règles générales qui protègent. les personnes physiques en matière de traitement de données à caractère personnel, et qui doivent être mis en œuvre sur la base du respect de la dignité humaine, de la vie privée, des libertés publiques et sans préjudice des droits de la personne, de son honneur et de sa réputation. Le législateur algérien a institué une autorité nationale afin de protéger les données personnelles. C'est une autonomie administrative, financière et administrative indépendante, déterminant sa formation, ses règles de fonctionnement et ses pouvoirs.
