Summary: Loans for small enterprises in Algeria are a vital part of the financial system, aiming to facilitate access to funding for these businesses. To ensure this access, various modern guarantees have been established, most notably the Loan Guarantee Fund for Small and Medium Enterprises (FGAR) and the Investment Loan Guarantee Fund (CGCI-PME). These legal guarantees serve as financial safeguards for small and medium-sized enterprises (SMEs), enabling them to diversify their funding sources from banks and encouraging these banks to issue more loans. This, in turn, provides essential financial support for SMEs in setting up and implementing their projects. • Investment Loan Guarantee Fund (CGCI-PME): This fund supports the creation of SMEs by offering guarantees for non-investment loans. The guarantees vary based on the type of loan and the targeted financial institutions. • Joint Guarantee: This is a commitment to the lender (bank or financial institution) that a significant portion of the loan will be repaid, helping small enterprises secure loans even without sufficient guarantees. • Other Guarantees: These may include mortgage guarantees, third-party guarantees, or other types of collateral depending on the nature of the project and the funding entity. They may also cover technical or managerial expertise within the enterprise. Importance of these guarantees: They play a key role in facilitating access to financing for SMEs, fostering economic growth, and creating employment opportunities. These guarantees are often tailored to different stages of a project’s development. Requirements for obtaining such guarantees differ depending on the institution and are based on several factors, such as the size of the enterprise, the nature of the project, and the funding body involved. There are also specialized agencies providing support and guidance to small enterprises, such as the National Investment Council (CNI) and the National Agency for the Development of SMEs (ANDPME).
