دور رقمنة مصالح مسح الاراضي والحفظ العقاري في عملية الائتمان العقاري

Abstract

الملخص تتناول هذه الدراسة دور رقمنة المديرية الولائية المدمجة للمسح والحفظ العقاري في الجزائر، وأثرها على تعزيز الائتمان العقاري. تهدف هذه العملية إلى تحديث الخدمات وتبسيط الإجراءات، مما يزيد من الشفافية والكفاءة في القطاع العقاري. وقد أبرزت الدراسة أن التحول الرقمي، عبر إطلاق منصات مثل "منصة عقار"، ساهم في تعزيز الأمن القانوني للممتلكات. ومع ذلك، خلصت الدراسة إلى وجود العديد من العراقيل المادية والبشرية والتنظيمية التي تعيق التطبيق الكامل لهذه الرقمنة. وتؤكد الدراسة على أهمية تطوير البنية التحتية، وتدريب الموظفين، وسن تشريعات مواكبة للتطور التكنولوجي. كما توصي بضرورة التنسيق المتكامل بين مختلف الهيئات لضمان نجاح هذا التحول الاستراتيجي وتحقيق أهدافه. الكلمات المفتاحية: الرقمنة، المسح العقاري، الحفظ العقاري، الائتمان العقاري، الإدارة الإلكترونية، الأمن القانوني، الجزائر.

Summary This study addresses the role of digitizing the integrated provincial directorate for land survey and real estate conservation in Algeria, and its impact on enhancing real estate credit. This process aims to modernize services and simplify procedures, thereby increasing transparency and efficiency in the real estate sector. The research highlighted that the digital transformation, through the launch of platforms like "Manassat Aqar," has contributed to strengthening the legal security of properties. However, the study concluded that numerous material, human, and organizational obstacles hinder the full implementation of this digitization. The study emphasizes the importance of developing infrastructure, training employees, and enacting legislation that keeps pace with technological advancements. It also recommends integrated coordination among various bodies to ensure the success and effectiveness of this strategic transformation. Résumé Cette étude porte sur le rôle de la numérisation de la direction provinciale intégrée du cadastre et de la conservation foncière en Algérie, et son impact sur le renforcement du crédit immobilier. Ce processus vise à moderniser les services et à simplifier les procédures, augmentant ainsi la transparence et l'efficacité dans le secteur immobilier. La recherche a mis en évidence que la transformation numérique, à travers le lancement de plateformes telles que "Manassat Aqar", a contribué à renforcer la sécurité juridique des biens. Cependant, l'étude a conclu que de nombreux obstacles matériels, humains et organisationnels entravent la pleine mise en œuvre de cette numérisation. L'étude souligne l'importance de développer les infrastructures, de former le personnel et de promulguer une législation adaptée aux évolutions technologiques. Elle recommande également une coordination intégrée entre les différentes instances pour garantir le succès et l'efficacité de cette transformation stratégique.
