Abstract: Building and developing the civil service is primarily a political project, alongside other political projects. This has led to significant interest from legal scholars, public administration specialists, and managers in this sector. Many organizations in our contemporary world rely on and adhere to the principle of merit as the true wealth that should be leveraged to achieve the necessary effectiveness. The principle of merit is also considered a fundamental tool in improving public service and ensuring the delivery of effective and fair government services to citizens. It focuses on selecting the most qualified individuals for public positions and ensuring high-quality performance in the services provided by the state to its citizens. Keywords:Competence,Recruitment, Civil Service Résumé : La construction et le développement de la fonction publique sont avant tout un projet politique, aux côtés d'autres projets politiques. Cela a suscité l'intérêt des juristes, des spécialistes en sciences de l'administration publique et des gestionnaires dans ce secteur. De nombreuses organisations dans notre monde contemporain reposent sur le principe de compétence, considérée comme la véritable richesse à exploiter pour atteindre l'efficacité nécessaire. Le principe de compétence est également considéré comme un outil essentiel pour améliorer le service public et garantir la fourniture de services gouvernementaux efficaces et équitables aux citoyens. Il se concentre sur la sélection des individus les plus qualifiés pour occuper des postes publics et sur l'assurance d'une performance de haute qualité dans les services fournis par l'?tat aux citoyens.
