Abstract

In the light of developments in the current environment, institutions are seeking for their continuous presence and to achieve a high performance. This study aims to recognize the reality of investment in intellectual capital in both institutions CONDOR and ENIEM in Algeria through its dimensions, as well as the level of creative abilities through its dimensions too, and finally the reality of excellent performance, and therefore to identify the role of investment in intellectual capital in achieving the excellent performance through the creative abilities according to the study sample. According to the theoretical side of the study, I have reached that the excellent performance can only be achieved when individuals possess intellectual and cognitive abilities, which are described as intellectual capital. Then the success of any institution in achieving this performance cannot be only with modern mechanism and methods, which represent investment factors in intellectual capital (training, motivation, research, and development) to develop the abilities and knowledge of this excellent group of individuals This research derives the importance of investment in intellectual capital in itself because it represents a strategic source, mental energy and a source of innovation and creativity, as well as a source to achieve high levels of performance To test that, we designed a questionnaire based on the proposed study model, after arbitrating it, we distributed it to a random sample of employees in both institutions CONDOR and ENIEM in Algeria, in which we distributed (120) questionnaires and we received (110) valid questionnaires for the analysis, we processed their data depending on some statistical tests which are related and available in the SPSS program, and at the end we came up with a number of outcomes, including:  The study sample members of CONDOR institution agreed on practicing the investment in the intellectual capital in good level;  The study sample members of ENIEM institution agreed on practicing the investment in intellectual capital but at medium level;  The study sample members of CONDOR institution agreed on the presence of creative abilities through their dimensions in good level;  The study members of ENIEM institution agreed on the lack of creative abilities through their dimensions;  The study sample members agreed on the presence of excellent performance in CONDOR institution, and its lack ENIEM institution;  After the comparison between the two institutions, we found that the investment in the intellectual capital has a big role in activating the creative abilities and thereby achieving the excellent performance, and this is what has been achieved in the field study for CONDOR institution;  There is an effect with a statistical significance of the investment in intellectual capital to achieve an excellent performance through the creative abilities in CONDOR ةيزيلجنلاا ةغللاب صلختسملا XIV institution, in which the investment in the intellectual capital through the creative abilities (73%) explains the disparity in the excellent performance among workers in CONDOR institution;  There is an effect with a statistical significance of the investment in intellectual capital to achieve an excellent performance in CONDOR institution, in which the investment in intellectual capital (71%) explains the disparity in the excellent performance among workers in CONDOR institution. Based on these results, this research has concluded a set of recommendations including:  We recommend the public institutions the need to make the culture of excellence as a real target for its success in the competition era, in the light of the changes in the competitive environment, we must make the excellence as a real feature in these institutions;  Recognize of the importance of human element at all administrative levels, which are considered as a strategic resource holding creative abilities that contribute to achieving the excellent performance;  It is essential that institutions seek to promote creativity by focusing on its foundations, in order to provide the regulatory environment which helps on the investment in intellectual capital
