Abstract

Algerian state depends on the management of public utilities on the basic of the municipal ,the government authority is working on the available financial resource mobilization for financing development projects at the local level ,but The financial resources allocations especially tax resources are not enough to cover local expenses of the municipalities on the level the bulk of the states of the country where are suffering from a chronic and accumulated fiscal deficit attributed the causes of several interior and exterior reasons, and the mattes which obligate doing some improvements, concerning the instruction in the municipality’s expenses, estimate the imports, treat the disorder in the actual levy’s system and pay attention to the human resources, that could be as an efficacious recipe to treat the municipalities budget disorder, or at least to reduce the intensity of this disease. of excessive debt and to mismanagement and inefficiency of local authorities as well as the inequitable distribution of fiscal resources as a result of the monopoly of process
