الملخص: أبرزت دراسة البحث كيف ساهمت هذه الاتفاقيات في بناء أطر مؤسساتية، وتفعيل آليات عملية لتقاسم الموارد رغم استمرار عدد من التحديات المرتبطة بالتفاوت في المصالح والقدرات بين الدول الأطراف من خلال عرض مساهمة الفاعلين الدوليين، سواء من المنظمات الدولية الحكومية كمنظمة الأغذية والزراعة وبرنامج الأغذية التي عملت على تحقيق الأهداف المسطرة ضمن أجندتها والمتمثلة في الاستجابة للطوارئ ودعم التغذية المدرسية وتعزيز الإنتاج المحلي ودعم إدارة الموارد المائية، وكذالك الاستجابة لتغير المناخ والنزاعات . تقييم تجارب التعاون الدولي وأثرها على تحقيق التوازن بين الأمن الغذائي الموارد المائية من خلال التطرق إلى النماذج الدولية والإقليمية للتعاون في مجالي الأمن الغذائي والمائي. نجد برنامج نيباد وكادب كتجربة إفريقية تبنت فيهما نموذجاً تنموياً جديداً يقوم على الملكية الإفريقية للتنمية، والاعتماد على الشراكة مع الفاعلين الدوليين بدلاً لتبعية المساعدات التقليدية، وتطوير قطاع الزراعة. الكلمات المفتاحية: منظمة الأغذية والزراعة، التعاون الدولي في مجال الأمن الغذائي والمائي، برنامج نيباد وكادب. Abstract: The research study highlights how these agreements have contributed to building institutional frameworks and activating practical mechanisms for resource sharing, despite the persistence of several challenges related to the disparity in interests and capabilities between the participating states. This study highlights the contributions of international actors, including intergovernmental organizations such as the Food and Agriculture Organization (FAO) and the World Food Programme (WFP), which have worked to achieve the objectives outlined in their agendas, including emergency response, support for school feeding, enhancing local production, supporting water resource management, and responding to climate change and conflicts. It also evaluates international cooperation experiences and their impact on achieving a balance between food security and water resources, by examining international and regional models of cooperation in the areas of food and water security. The NEPAD and CADP programs represent an African experience that adopted a new development model based on African ownership of development, reliance on partnerships with international actors instead of dependence on traditional aid, and development of the agricultural sector. Résumé : L’étude met en évidence la contribution de ces accords à la construction de cadres institutionnels et à la mise en place de mécanismes pratiques de partage des ressources, malgré la persistance de plusieurs défis liés à la disparité des intérêts et des capacités des États participants.
