Résumé: باعتبار الجماعات المحلية القاعدة الأساسية للإدارة العامة في الجزائر وحرصا على تفعيل أداءها وجب إخضاعها إلى الرقابة، وتشكل الرقابة على الجماعات المحلية ضمانة أساسية لحماية حقوق وحريات الأفراد، وتختلف صور الرقابة باختلاف الهيئات التي تمارسها وتمارس هذه الرقابة وفق ما نص عليه القانون أي احترام مبدأ المشروعية من أجل ضمان أداء وفعالية الجماعات المحلية. وترتكز هذه الدراسة على مدى فعالية الأجهزة الرقابية في مجال الرقابة على الجماعات المحلية في الجزائر، تعتبر المفتشية العامة للولاية جهاز من أجهزة الرقابة على الأعمال التي تصدر من الجهات الإدارية وهي من الأجهزة الذاتية والداخلية للإدارة وتتبع لأعلى سلطة إدارية التي تخضع لها. RESUME : Comme la base principale des groupes locaux et l'administration publique en Algérie et on raison de sa proximité avec le citoyen et soumis à la censure, et constituent des groupes locaux le control garantie de bas pour la protection des droits et libertés des personnes, les différentes images de contrôle, et exercées par différents organismes. L'exercice de ce contrôle, et conformément à la loi mans, tout respect de la légalité dan les démarreurs performance et l'efficacité des groupes locaux. L'inspection générale représente une partie dans les organes qui contrôle les affaires d'équipement délivré par les autorités administrative. L'une des organes soi-même et les organes internes de l'administration et le suive des plus hautes autorités administratives laquelle ils sont soumis. summary: Considering that local communities are the basic base of public administration in Algeria, and in order to activate their performance, they must be subject to oversight, Oversight of local groups constitutes a basic guarantee for protecting the rights and freedoms of individuals, The forms of oversight vary depending on the bodies that exercise it, and they exercise this oversight in accordance with what the law stipulates, that is, respecting the principle of legality in order to ensure the performance and effectiveness of local groups. This study is based on the effectiveness of regulatory agencies in the field of oversight of local groups in Algeria, The General Inspectorate of the State is considered one of the bodies for monitoring actions issued by administrative authorities. It is one of the autonomous and internal bodies of the administration and is affiliated with the highest administrative authority to which it is subject.
