Abstract
The parallel exchange market is one of the results of the exchange control
system, which is part of the parallel economy. This market is formed in
the event that the Central Bank is unable to meet citizens’ demands for
hard currencies. The more the supply of hard currencies is insufficient, the
greater the capacity of the parallel market increases. The difference
between on the one hand, the official and parallel exchange rate increases,
which incites the sale of hard currencies in parallel markets. On the other
hand, the parallel currency market is a haven for money laundering as well
as a source for collecting hard currency to finance illegal activities. This is
what makes the state looking for solutions to combat this phenomenon.
