| dc.description | يعتبر دستور 2020 محطة مهمة لبناء الجزائر الجديدة التي تقوم على مبادئ الديمقراطية الحقيقية وكذلك المشاركة في اتخاذ القرارات ،وقد قام المؤسس الدستوري بإنشاء مجموعة من الهيئات الدستورية الإستشارية منها المجلس الأعلى للشباب ،الذي يعمل على مشاركة الشباب في بناء الوكن ورقيه ،وهذا لوجود إطار قانوني يلائم الشباب ويشجعهم على التدخل في العملية الإستشارية وهذا مما جعل رئيس الجمهورية يقوم بإستحداث هذا المجلس، وقد تطرقنا في هذه الدراسة إلى تبيان الإطار القانوني الذي ينظم هذا المجلس والذي يعتبر إطارا مؤسساتيا يعبر عن الأهمية التي يحظى بها فئة الشباب في الجزائر ،وكذلك توضيح تشكيلة المجلس الأعلى للشباب و?ليات عمله وسيره وفق المرسوم الرئاسي رقم 17/142وكذا المرسوم الرئاسي رقم 21/416بالإضافة إلى المرسوم الرئاسي رقم 23/58 الذي يحدد النظام الداخلي للمجلس. Summary The 2020 Constitution isconsidered an important milestone for building a new Algeriathatisbased on the principles of truedemocracy as well as participation in decision-making. The ConstitutionalFounder has created a group of advisoryconstitutional bodies, including the SupremeYouth Council, whichworks to involveyoung people in building the nation and itsadvancement. This isbecausethereis a legalframeworkthatsuits Young people and encourages them to intervene in the advisoryprocess, and thisiswhat made the President of the Republiccreatethiscouncil. In thisstudy, we have touched on clarifying the legalframeworkthatregulatesthiscouncil, whichisconsidered an institutionalframeworkthat expresses the importance that the youth group has in Algeria, as well as clarifying the composition of the Supreme Council. For youth and the mechanisms of itswork and conduct in accordance withPresidentialDecree No. 17/142, as well as PresidentialDecree No. 21/416, in addition to PresidentialDecree No. 23/58, whichdetermines the internal system of the Council. Résumé La Constitution de 2020 est considérée comme une étape importante pour la construction d'une nouvelle Algérie fondée sur les principes d'une véritable démocratie ainsi que de participation à la prise de décision. Le fondateur de la Constitution a créé un groupe d'organes constitutionnels consultatifs, dont le Conseil suprême de la jeunesse, qui a été créé. travaille à impliquer les jeunes dans la construction de la nation et son progrès, car il existe un cadre juridique qui convient aux jeunes et les encourage à intervenir dans le processus consultatif, et c'est ce qui a poussé le Président de la République à créer ce conseil. Dans cette étude, nous avons abordé la clarification du cadre juridique qui régit ce conseil, qui est considéré comme un cadre institutionnel qui exprime l'importance que revêt le groupe de jeunesse en Algérie, ainsi que la clarification de la composition du Conseil suprême de la jeunesse et de ses mécanismes. de son travail et de sa conduite conformément au décret présidentiel n° 17/142, ainsi qu'au décret présidentiel n° 21/416, en plus du décret présidentiel n° 23/58, qui détermine le système interne du Conseil. | |
